This contract provides Radford University with comprehensive flooring services—including supply of materials and installation of various flooring types—through a fixed‑price, one‑year term that can be extended up to four additional one‑year periods. The university selected Cavalier Carpets, Inc., a small business, after an open competition. Pricing is locked for the initial year and the first renewal, with any future price adjustments capped at the lesser of CPI (Services) or 5 %. Invoices are submitted monthly and paid within 30 days. The vendor must maintain SWaM certification and act as an independent contractor, with all eVA transaction fees included.
