Description

This contract calls for the removal, reduction, and disposal of approximately 200,000 cubic yards of storm‑debris (both construction/demolition and vegetative) from unincorporated areas of Benton County, Arkansas, following the severe storms of May 26 2024. The vendor must manage temporary debris storage and reduction sites, provide traffic control, comply with OSHA/EPA standards, submit detailed documentation for FEMA reimbursement, and restore any damaged public infrastructure. The work is unit‑price based, with the lowest‑priced qualified bidder awarded the contract, and must be completed within 180 consecutive days after the notice to proceed. • Scope includes cutting, hauling, grinding/chipping, burning, and final disposal of debris. • Vendor must operate at least two removal events spaced a minimum of three weeks apart and maintain records (GPS, load tickets, photos). • Performance requires a 100 % performance & payment bond, specific insurance minimums, and adherence to a range of federal clauses (Davis‑Bacon, EEO, Clean Air Act, etc.).

Contract value

$8,000,000

The RFP estimates roughly 200,000 cubic yards of debris to be removed. Industry benchmarks for storm‑debris removal typically range from $30 to $50 per cubic yard, depending on region, disposal method, and site conditions. Assuming a mid‑point of $40 per cubic yard, the total contract value would be about 200,000 CY × $40/CY = $8 million. Adjustments could occur if the vendor proposes lower unit rates or if additional services (e.g., extra removal passes, site restoration) increase scope. Hence a reasonable ball‑park estimate is $7‑9 million, with $8 million as a central figure.
