This solicitation seeks a contractor to provide comprehensive transportation and disposal services for incinerator ash, bypass waste, and non‑processible waste generated by Spokane’s Waste‑to‑Energy (WTE) facility. The contractor must own or operate a municipal solid‑waste landfill with an ash mono‑cell, supply a minimum of 12 ash trailers, handle loading and tarping by WTE staff, and transport loaded containers from the Valley and Colbert transfer stations to a designated Spokane‑area drop‑yard, after which the contractor assumes freight and disposal costs. The contract is a fixed‑price, five‑year agreement (Nov 17 2023 – Nov 16 2028) with a single optional five‑year renewal, and will be evaluated on technical capability, experience, sustainability, references, and chiefly on unit‑price cost.
