The County of Fresno, on behalf of the Department of Behavioral Health (DBH), is requesting proposals from providers qualified and willing to develop and operate a recovery-oriented program for Co-Occurring Disorders Full Service Partnership (FSP) Services. The program will be specifically designed and targeted towards adult and older adult individuals with active co-occurring disorders and symptoms (severe mental illness and substance use disorders) who have failed out of other drug treatment programs, including methadone and residential treatment. The contract was awarded to Mental Health Systems (MHS), which has been providing services for the Co-Occurring Disorders FSP program. The contract includes a detailed scope of work, cost proposal, and evaluation criteria.
• The program will provide an integrated, comprehensive, welcoming, client-centered co-occurring service delivery.
• The program will be designed to decrease hospitalization, incarceration, homelessness, and crisis by 75%.
• The program will include a dual track system, with separate teams for mental health and substance use disorder services.
• The program will provide services 24/7, with on-call staff available during off hours.
• The program will include a phased approach, with four phases of service delivery: stabilization, engagement/motivational enhancement, prolonged stabilization, and recovery/rehabilitation.
