Economic Study on AIDEA’s Economic, Fiscal and Functional Impacts

This solicitation seeks a qualified firm to produce an independent, comprehensive economic impact study of the Alaska Industrial Development and Export Authority from its inception in 1967 through the present, covering fiscal returns, ROI, input‑output modeling, and the Authority’s role in Alaska’s economic diversification. The contractor will gather data, perform quantitative and qualitative analyses, identify data gaps, and deliver a final report with findings and recommendations, as well as present the results to AIDEA leadership. • Perform data collection on AIDEA programs, assets, financing, and historic performance. • Conduct ROI, statutory dividend, state‑return, and input‑output modeling to quantify direct, indirect, and induced economic effects. • Produce a written report summarizing analyses, highlighting success‑stories, and proposing a forward‑looking investment model; present findings to AIDEA management and Board. • Deliverables must be compatible with AIDEA’s software suite (Microsoft Office, Power BI, ArcGIS, etc.) and submitted in both electronic and hard‑copy formats. • Contract period is January 2023 – June 2023, with a budget range that could extend up to $1 million.
