Description
The Department of War Education Activity (DoWEA) is conducting market research to identify firms capable of providing a comprehensive vehicle‑lease solution for its Okinawa operations, including school/employee buses equipped with onboard video surveillance, telematics, fleet‑management, connectivity, and full‑maintenance/support services. The effort is an RFI (not a solicitation) and seeks a statement of interest, a brief capability statement, and a non‑binding rough‑order‑of‑magnitude (ROM) cost estimate. The future contract is expected to start 1 August 2027 and will cover a fleet of roughly 80 vehicles (school buses, micro‑buses, a tour bus, and passenger vans) with ongoing support throughout the performance period.
• Lease and deliver 67 school buses (45‑55 passenger) plus additional micro‑buses, a wheelchair‑lift bus, a tour bus, and passenger vans.
• Install and operate onboard video surveillance systems (OBVSS), telematics, and a fleet‑management platform with 24/7 connectivity.
• Provide preventive, corrective, and emergency maintenance, roadside assistance, and replacement‑vehicle support with 2‑hour response windows.
