Wastewater Engineering Services - Open End Contract

$3MSingle Award
Contract source

Description

This is an indefinite‑delivery, open‑end framework agreement between Cecil County Department of Public Works and a future professional engineering firm to provide on‑call wastewater and broader engineering services. The County may issue separate task orders for each project, specifying scope, deliverables, schedule, and compensation. The agreement sets general terms—payment within 30 days of invoice, 45‑day invoicing window, suspension and termination procedures, claim handling, and insurance requirements. Rates are defined in Exhibit C (not disclosed), and the Engineer acts as the County’s prime consultant, with the ability to use sub‑consultants subject to County approval. The initial term is one year (July 1 2026 – June 30 2027) with up to four one‑year extensions at the County’s discretion. No overall contract ceiling is stated; each task order will have its own budget.

Contract value

$3,000,000

The contract does not disclose a total dollar ceiling. Typical county engineering IDIQs of this scope (design, consulting, optional construction‑phase administration) range from a few hundred thousand dollars per year for small counties up to several million for larger jurisdictions. Cecil County is a medium‑size Maryland county; assuming an average hourly rate of $150–$200 and an anticipated workload of roughly 1,500 billable hours per year (including design studies, permit work, and occasional construction administration), the annual spend would be in the $225,000–$300,000 range. Adding a modest contingency for higher‑complexity projects and potential multiple task orders, a reasonable ballpark for the initial one‑year term is about $3 million total (covering all anticipated task orders). Therefore, the estimated contract value is approximately $3 million.
