The County of Riverside is seeking proposals from qualified parties to provide Transitional Housing Program Plus (THP-Plus) services for the County's Department of Public Social Services (DPSS). The County may contract with one or more vendors to provide THP-Plus services.
• The program serves emancipated youth between the ages of 18-24 for up to 24 months.
• The program provides two models: the Host Family Model and the Scattered Site Model.
• The program has specific objectives, including increasing the number of emancipated young adults that live independently and have permanent housing, providing support services related to TILP goals and objectives, and increasing the number of emancipated young adults that acquire long-term life skills.
• The program has specific outcomes, including increasing the number of participants who demonstrate completion of at least two TILP goals, increasing knowledge of life skills, and increasing perceived confidence and permanency.
