The Twin Hills Power System Upgrade is a rural utility infrastructure project in Alaska that involves constructing a new electrical inter‑tie between Togiak and Twin Hills, upgrading the local distribution system, and adding a standby power module. The work includes civil foundations (driven H‑piles, helical piles, and guy‑anchor installations), erection of utility poles and conductors, installation of transformers, reclosers, vacuum switches, and related control equipment, as well as demolition of existing components and final testing/commissioning. Three optional alternates (distribution upgrades, standby power module, and south‑extension) are priced separately but must be included in the bid. The solicitation required a 5 % bid guaranty, 100 % performance and payment bonds, and compliance with Federal Aid, RUS, NESC, and various ANSI/ASTM/IEEE standards.
