Description
The County is seeking proposals for an organization to serve as the fiscal agent for the management of Workforce Innovation and Opportunity Act (WIOA) funds to provide services to adults, dislocated workers, and youth as well as other state and federal funds awarded through the St. Louis County Local Workforce Development Board (LWDB). The selected organization will be responsible for managing and disbursing funds, providing financial and grant reporting, and ensuring compliance with all applicable laws and regulations. The contract will be for a base term of 1 year with options to extend for 3 additional years.
• The organization must have experience in providing similar services, demonstrating the capacity to successfully perform the work described.
• The organization must have adequate human, organizational, technical, and professional resources and abilities to meet the needs of this solicitation.
• The organization must provide a detailed pricing proposal for the services to be provided, including a breakdown of the specific steps that will be followed to perform the services required.
• The organization must have a plan for delivering the services, including a proposed schedule for the completion of the services and the deliverables.
• The organization must have a system in place for managing and tracking the funds, including financial and grant reporting.
• The organization must comply with all applicable laws, ordinances, rules, and regulations governing the conduct of business in St. Louis County and the State of Missouri.
