REQUEST FOR PROPOSAL CONSTRUCTION MANAGEMENT SERVICES FOR WESTWOOD TOWERS (PRE-CONSTRUCTION)

The Housing Opportunities Commission of Montgomery County is seeking a qualified Construction Manager to provide preconstruction management services for the renovation of Westwood Towers apartments. The selected Construction Manager will act as the Owner's representative on all preconstruction matters related to the project, including the procurement process for a General Contractor and negotiation of the General Contractor contract. The ideal candidate will have experience in LIHTC or comparable affordable housing projects. Key responsibilities will include: • Providing preconstruction management services • Procuring a General Contractor • Negotiating the General Contractor contract • Acting as the Owner's representative on all preconstruction matters • Ensuring compliance with fair housing, accessibility, and LIHTC program requirements The Construction Manager will be responsible for ensuring that the project is completed on time, within budget, and to the required quality standards.
