Zero Trust Encryption RFI

The Department of Veterans Affairs is seeking industry feedback on a potential contract for Zero Trust encryption and post-quantum compute encryption services. The contract would involve providing enterprise Hardware Security Module (HSM) managed services for a large federal agency, including key lifecycle management, partition management, and cryptographic services. The agency is looking for a contractor who can provide a secure and reliable HSM solution that meets the requirements of the National Institute of Standards and Technology (NIST) and the Federal Information Processing Standard (FIPS) 140-3. • The contractor would be responsible for maintaining and managing a fleet of HSM appliances, including providing hardware sustainment and break-fix support, managed services, and post-quantum upgrade services. • The contractor would need to have experience with post-quantum cryptography and be able to provide a plan for migrating the agency's HSM environment to post-quantum cryptography. • The contractor would need to have a strong understanding of federal compliance and regulatory requirements, including FIPS 140-3 and NIST Special Publication 800-53. • The contractor would need to have experience with Zero Trust architecture and be able to provide a plan for integrating the HSM environment with the agency's Zero Trust architecture.
