Description

The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source contract to AVL Test Systems, Inc. for the procurement of a High-Speed Combustion Analyzer. The analyzer is required for the Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base, Ohio. The contract includes the purchase of the analyzer, installation, and training for three people. The delivery of the analyzer is required within six months of the receipt of the order. Key requirements of the analyzer include: • Operating pressure of at least 800bar • Mass Spectrum Analyzer with two modes of operation: Electro-spray ionization (ESI) and Atmospheric-pressure chemical ionization (APCI) • Quaternary pump and degasser • Ultraviolet–Visible (UV-VIS) and Diode Array Detector • Autosampler with cooled and humidity-controlled sample compartment • Heated and cooled column compartment • Upgradable to supercritical fluids (SFC) of Food Grade carbon dioxide (CO2) The contract will be awarded based on the sole-source justification, and interested parties who believe they can satisfy the requirements must provide a capability statement with clear and convincing evidence of their ability to do so.

Budget estimate

$500,000 – $2,000,000

The budget for this contract can be estimated based on the complexity and requirements of the High-Speed Combustion Analyzer. Considering the analyzer's advanced features, such as the Mass Spectrum Analyzer and Quaternary pump, the cost is likely to be substantial. Additionally, the contract includes installation and training, which will add to the overall cost. A reasonable estimate for the budget could be in the range of $500,000 to $2,000,000, considering the high-end laboratory equipment and services involved. Factors that may influence the likely payment range include the manufacturer's pricing, the cost of installation and training, and any additional requirements or modifications needed for the analyzer.
