2026 On-Call Water Service Line Replacement Program

The City of Moline is seeking bids for the 2026 On-Call Water Service Line Replacement Program. The purpose of this contract is to provide on-call water service line replacements for the City of Moline Utilities Department Drinking Water Infrastructure in calendar year 2026. The contract will be awarded to the two lowest most responsible and responsive bidders. The contractors will be given equal opportunity for work under this contract, and the City Representative will rotate which contractor to contact first as locations arise throughout the year. The amount of work will be dependent on the number of water service line replacements that arise within the calendar year. • The contract will be for a period of 12 months, from January 1st, 2026 to December 31st, 2026. • The City estimates that there will be approximately 8 water service line replacements per month. • The contractor will be given 3 opportunities to decline a service location, after which the contract will become void. • The contractor must comply with the Illinois Prevailing Wage Act and provide a copy of the written program for the prevention of substance abuse. • The contractor must also certify that all employees expected to perform work on the project have completed a 10-hour or greater OSHA safety program within the last 5 years.
