Description

The Department of Defense (or a related federal health agency) is seeking a small‑business‑set‑aside to provide regulated medical waste (RMW) collection, transport, treatment, and disposal services across the entire United States, Guam, and Puerto Rico. The solicitation is a combined synopsis/solicitation and will result in up to three separate indefinite‑delivery, indefinite‑quantity (IDIQ) firm‑fixed‑price contracts—one for each of the West, Central, and East regions. The award will be a single‑award contract per region, and the contractor will be responsible for ongoing RMW management, compliance with federal and state regulations, and possibly providing related documentation and reporting. Because it is an IDIQ, the government will issue task orders as needs arise, with no predetermined quantity or end date. The contract is set‑aside for small businesses, so eligibility and size‑standard compliance are critical. • Scope: Collection, transport, treatment (e.g., incineration, autoclave) and final disposal of regulated medical waste. • Geography: All 50 states, Guam, Puerto Rico (divided into three regional contracts). • Contract type: IDIQ, firm‑fixed‑price, indefinite‑delivery. • Award: One contract per region (up to three total). • Set‑aside: Small business. • Required compliance: Federal, state, and local RMW regulations; likely need DEA, EPA, and OSHA certifications. • Performance: Ongoing task orders; contractor must maintain capacity to respond quickly to government sites.

Budget estimate

$5,000,000 – $30,000,000

This is a nationwide, multi‑region IDIQ for regulated medical waste. Federal RMW contracts of this scale typically range from several million dollars to tens of millions over the life of the IDIQ, depending on volume of waste and frequency of task orders. Assuming an average of 1,000 government facilities generating waste, with each task order averaging $5,000–$15,000, the cumulative spend could easily fall between $5 million and $30 million over the contract’s indefinite period. Therefore, a reasonable estimate for the contractor’s potential earnings is roughly $5 M–$30 M.
