MAILBOX ONLY - RFQ for Secondary Treatment Process Rehabilitation at the Fresno-Clovis Regional Wastewater Reclamation Facility

The City of Fresno’s Department of Public Utilities is seeking a qualified consulting firm to manage and execute a comprehensive rehabilitation effort for the B‑Side and C‑Side secondary‑treatment basins and sludge‑thickening systems at its Fresno‑Clovis Regional Wastewater Reclamation Facility. The effort includes project management, a detailed condition‑assessment of existing structures and equipment, and the development of a 30 % preliminary design package that will contain conceptual drawings, cost estimates, and a phased implementation plan. The work will be performed while the plant remains operational and will culminate in a Preliminary Design Report that may lead to a later detailed‑design contract. • Provide full‑service project management (schedule, reporting, risk, QA/QC, invoicing). • Conduct on‑site inspections, non‑destructive testing, and review existing documentation to produce a technical memorandum with condition‑assessment findings and remediation alternatives. • Deliver a Preliminary Design Report (30 % design) with conceptual layouts, preliminary cost estimates, and a phased implementation strategy for rehabilitating the secondary‑treatment process.
