Heads-Up Display (HUD) PBL Renewal

This solicitation seeks a prime contractor to provide a five‑year Performance‑Based Logistics (PBL) support contract for Head‑Up Displays (HUD) and associated avionics across the F‑18 aircraft fleet. The award will be a Firm‑Fixed‑Price IDIQ with monthly line items covering logistics, repair, overhaul, inventory management, foreign‑military‑sales support, and transition activities. The contractor must meet stringent reporting (CSDR, CDRL), item‑identification, packaging, hazardous‑material, and security requirements, and will coordinate with NAVSUP WSS and the two Fleet Readiness Centers (Southeast & Southwest). • Full‑life‑cycle supply support for HUDs, including repair, overhaul, and obsolescence management. • Monthly logistics support (Oct 2027 – Sep 2032) with a Phase III exit/transition phase. • Mandatory data reporting (Cost & Hour FlexFile, Quantity Data, CDRLs) and compliance with DoD‑unique item identification, MIL‑STD‑129/2073‑1 packaging, and CAV portal usage. • Contractor must hold appropriate security clearances, CAC, and complete antiterrorism/OPSEC training.
