Amistad Reservoir Plugging of Penstock #4

The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation for the purpose of permanently plugging of Penstock #4 to eliminate the need for continued maintenance of penstock and irrigation gates. The major construction efforts include installation of bulkhead, removal and storage of irrigation gate, installation of manlift and unwatering system, and more. The work will be performed under NAICS Code 237990 and will be a firm-fixed price contract. The project has several site constraints, including limited working hours, restricted access to the site, and requirements for workers to pass through the port of entry. • Installation of bulkhead • Removal and storage of irrigation gate • Installation of manlift and unwatering system • Lock out/tag out of penstock gate • Unwatering of the work area and verification of penstock gate seating • Installation of concrete forms, grouting tubes, and bypass pipe • Installation of concrete for penstock plug • Repair of penstock invert slab and removal of orifice structure • Grouting of penstock plug • Removal of upstream penstock form • Epoxy grouting of penstock plug, if required • Removal of manlift and unwatering system • Removal and storage of penstock gate • Reinstallation of hoists or other equipment moved to facilitate work
