Description
The National Oceanic and Atmospheric Administration (NOAA) is intending to award a single-source contract to Bruker Corporation for the procurement of updated OPUS software systems. The software is necessary to operate agency-owned Fourier near-infrared spectrometers in Seattle, Washington, which are used by researchers to analyze fish otoliths and determine age and growth development. The sole source determination is based on the need for compatibility with existing systems and equipment, as well as the fact that Bruker is the proprietary developer and exclusive vendor of the OPUS software.
* The contract is for the upgrade of existing software to maintain IT compliance and continue instrument operation.
* The software is used to scan otoliths and predict ages for use in stock assessment in support of MSA requirements.
* The procurement is considered a sole source acquisition because no other external vendor, manufacturer, or third-party distributor sells, licenses, or supports the OPUS software.
* The contract will be awarded under the authority of FAR 13.106-1(b)(1).
