Description

The City of Phoenix is seeking a contractor to provide in-building radio frequency coverage for a five-year contract commencing on or about July 1, 2026. The contractor will be responsible for providing turn-key services, including the design, installation, and testing of emergency responder radio coverage systems (ERRCS), distributed antenna systems (DAS), and bi-directional amplifiers (BDA). The contractor must have at least three years of experience in providing turn-key in-building RF enhancement projects and must meet certain minimum qualifications, including having a NICET IB-PSC design certification and proof of certification in approved design/propagation software. Some key points to consider are: • The contract will be for a period of five years, with the option for the City to extend or terminate the contract as needed. • The contractor will be required to provide a detailed building treatment design and implement any necessary in-building treatments. • The contractor must comply with all applicable federal, state, and local laws, codes, and regulations, including the National Fire Protection Association (NFPA) standards. • The contractor must also comply with the Regional Wireless Cooperative (RWC) policies, procedures, and technical requirements. • The City reserves the right to reject any or all offers, or to waive any immaterial defects or informalities in the solicitation process.

Budget estimate

$2,500,000 – $10,000,000

The budget for this contract is likely to be in the range of $500,000 to $2 million per year, based on the scope of work and the fact that the contract is for a five-year period. The actual budget will depend on the specific services provided and the number of buildings that require in-building radio frequency coverage. Factors that may influence the budget include the complexity of the design and installation work, the number of buildings that require treatment, and the cost of materials and equipment.
