Description

The City of Norwalk is seeking a qualified consulting firm to provide certified lead‑based paint hazard evaluations, lead‑hazard abatement monitoring, post‑abatement clearance testing, and asbestos testing for its federally‑funded housing programs (CDBG, HOME, HCV, and other development projects). The work will be performed on an as‑needed basis over a three‑year contract, with optional one‑year extensions, and will require compliance with HUD, EPA, and California regulations, submission of detailed reports, and coordination with certified abatement contractors. • Conduct visual inspections, X‑ray fluorescence (XRF) and dust‑wipe sampling for lead‑based paint hazards. • Provide on‑site monitoring during abatement, generate clearance test reports, and certify compliance with 24 CFR 35.930(d). • Perform asbestos identification, sampling, and clearance testing per NIOSH Method 7400 and 40 CFR 763. • Deliver comprehensive reports, regulatory filings, and final close‑out documentation for each project. • Maintain a California‑based office, qualified staff, and required licenses throughout the contract term.

Budget estimate

$500,000 – $1,500,000

No total contract value is disclosed. Based on typical city‑level lead and asbestos testing contracts that cover dozens of housing units per year, a three‑year professional services agreement usually ranges from $500,000 to $1,500,000, depending on the volume of inspections, laboratory fees, and monitoring hours. The estimate assumes 30–50 projects annually at average combined fees of $3,000–$10,000 per project.
