NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

The US Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate a sole-source contract with Project and Construction Welding, Inc., doing business as IMS, Inc., for the provision of IMS watertight door upgrades. These upgrades are critical for the watertight integrity of the NOAA Ship Pisces. IMS is the Original Equipment Manufacturer (OEM) for the watertight doors and is the sole authorized provider of service, technical assistance, and spare parts for these doors in the United States. • The contract is for the upgrade of the control circuit cards, which are no longer supported. • The upgrade must be completed by IMS to maintain the type approval from ABS. • The Government is soliciting and negotiating directly with IMS, Inc., under the authority of FAR 13.106-1(b)(1)(i). • Interested parties that are authorized dealers from IMS may submit a statement of capabilities, which will be considered by NOAA.
