INDUSTRY DAY_NOAA/USCG Recapitalization Project (Design-Build)

The National Oceanic and Atmospheric Administration (NOAA) is planning a Design-Build project to recapitalize and modernize the waterfront infrastructure at USCG Station Juneau to support the homeporting of USCGC STORIS and visiting cutter classes. The project will deliver a resilient, mission-ready waterfront facility capable of supporting Coast Guard operations in the Arctic and Alaska region. The project includes the demolition of the existing waterfront wharf and support facilities, construction of a new wharf and floating pier system, and upgrades to utility systems. The project is expected to cost between $125M and $200M, and the contract award is projected for Q4 FY26. • The project presents significant technical and logistical challenges, including extreme tidal variation, high seismic design requirements, and cold-region construction. • The project requires a Design-Build team to provide design, construction, and logistics planning services. • The project includes optional work, such as building renovations and dredging. • The project is expected to have a 50-year service life for all marine systems. • The project requires the Design-Build team to provide a site walk and maintain USCG access to the main building and small boat pier.
