RFQ for Construction Management and Inspection Services

The City of Bakersfield Water Department is seeking to pre‑qualify construction‑management and inspection firms to serve as “Managers” on a project‑by‑project basis for water and wastewater infrastructure improvements. Qualified managers will be responsible for overseeing project schedules, budgets, inspections, submittal coordination, change‑order management, payment certification, permitting, startup testing, punch‑list resolution, and final close‑out documentation. The RFQ establishes a pool of firms that can be called upon when specific projects are identified, with individual project fee proposals negotiated later. • Scope covers full‑service construction management and on‑site inspection for new construction, rehabilitation, or expansion of water‑related facilities (wells, pump stations, treatment plants, pipelines, etc.). • Managers must maintain a local office in the Bakersfield metro area, provide a California‑registered civil engineer as project manager, meet $1 M insurance minimums, and comply with prevailing‑wage and DBE requirements. • Submission requires three copies of a ≤15‑page Statement of Qualifications, a signed General Information Sheet, and a signed sample agreement, all delivered to the City by 3 PM on May 26 2026.
