Description
The State of Maine Department of Education is seeking a qualified consultant to develop an updated Public School Construction Planning Manual. The contractor will revise existing processes, create new graphics, draft templates, and conduct stakeholder workshops to produce a comprehensive, accessible manual that guides school districts through the full construction lifecycle.
• Deliver a revised 5‑phase, 21‑step construction review and approval process with updated narrative and visual graphics.
• Produce templates, worksheets, and a printed/e‑book manual (6 printed copies plus PDF) for statewide use.
• Conduct ~15 in‑person meetings with the Office of School Facilities and two workshops with external professionals, incorporating input from multiple state agencies.
• Provide all work products as the exclusive property of the Department, complying with ADA and Maine travel policy (travel ≤5 % of total cost).
