Description

The Riverside County Sheriff’s Office (Corrections Division) is seeking a qualified vendor to provide comprehensive on‑site services for its fleet of Self‑Contained Breathing Apparatus (SCBA) across multiple detention facilities. The scope includes preventive maintenance, hydrostatic and performance testing, certification, component repair/replacement, end‑of‑life disposal, and operator training. Services must comply with OSHA, NFPA, DOT, and manufacturer requirements, and be delivered by a mobile team to minimize equipment downtime. The contract will run for five years with a one‑year renewable option and includes warranty and parts‑labor coverage. • Perform routine preventive maintenance and component replacement on SCBA units. • Conduct annual flow testing, hydrostatic testing (every 5 years), and full performance certification. • Provide on‑site training for correctional staff on proper SCBA use, inspection, and emergency procedures. • Manage disposal of cylinders and components that have reached end‑of‑service life. • Supply all required documentation, warranties, and compliance certifications. • Service multiple facilities (Riverside, Murrieta, Banning, Indio, Blythe, etc.) with delivery windows 8:00 AM‑4:30 PM PT.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Based on the need to service dozens of SCBA units across six detention facilities, provide annual hydrostatic testing, routine preventive maintenance, component replacement, training sessions, and disposal over a five‑year period, a reasonable estimate ranges from $0.5 million to $2 million. The lower bound assumes minimal component replacement and limited training hours; the upper bound assumes full‑service coverage, frequent parts replacement, and extensive on‑site training. Factors influencing the final amount include the number of units serviced, frequency of cylinder replacement, travel logistics, and any “or‑equal” equipment options selected.
