Description
The City of Millen is soliciting sealed bids for the “2025 Millen CDBG” infrastructure improvement project. The scope includes comprehensive utility upgrades: • Rehabilitation of the sanitary sewer system – replace ~848 LF of 8‑in. HDPE sewer mains using pipe‑burst, replace sewer laterals, and rehabilitate manholes. • Water system upgrades – install ~530 LF of 6‑in. C‑900 PVC water main with associated laterals. • Drainage enhancements – install ~945 LF of 24‑in. rollover curb & gutter, ~560 LF of 18‑in. storm pipe, and ~30 LF of 15‑in. storm pipe, plus curb inlets, grate inlets, roadway pavement overlay, sediment control, and grassing. • Completion time is 120 calendar days. • Bids must be sealed, submitted by 11:00 AM on Nov 3, 2026 at City Hall, Millen, GA. • Bid bond ≥10 % of base bid; performance & payment bonds equal to 100 % of contract price required. • Contractor must hold a Georgia Utility Contractor license and employ a certified Utility Manager. • Funding from Community Development Block Grant (CDBG) and the City; Section 3 and Buy‑America requirements apply.
