The Office of Refugee Resettlement (ORR) is conducting market research to identify contractors that can supply a commercially available, off‑the‑shelf K‑12 curriculum designed for newcomer, immigrant, and migrant youth, and provide professional services to customize the curriculum for varied ORR residential care settings (shelters, secure care, foster care, therapeutic sites, and possible home‑schooling). The solution must include trauma‑informed instruction, integrated social‑emotional learning, and a robust assessment schedule (initial, every 30 days, and exit). Contractors must also deliver teacher manuals, training, technical assistance, and support for implementation across diverse, geographically dispersed environments. The solicitation is a Sources Sought (market research) request; responses are limited to a five‑page capability statement and answers to detailed curriculum questions.
