Description

Clemson University is seeking an experienced firm to operate, manage, and process recyclables at its Kite Hill Recycling Center (KHRC) on a three‑year contract (with possible one‑year renewals). The contractor will be responsible for daily facility operations, material receiving, handling, storage, processing (minimum paper and OCC, with optional additional streams), staffing, equipment maintenance, safety/compliance, commodity marketing, reporting, and event‑related recycling support. Compensation will be based on a flat monthly Facility Usage Fee, per‑ton processing fees for university‑generated materials, and per‑ton fees for any outside materials, with revenue‑sharing arrangements for marketed tons. The solicitation requires separate technical and financial proposals, detailed staffing plans, safety programs, and evidence of insurance and licensing. • Scope: Full‑service recycling center management (operations, staffing, equipment, compliance, reporting). • Minimum processing: Paper and OCC; optional plastics, aluminum/steel, pallets, e‑waste. • Contract term: 3 years (auto‑renew up to 5 years total). • Compensation: Facility usage fee + per‑ton processing fees + revenue‑sharing on marketed material. • Required deliverables: Monthly reconciliations, tonnage reports, sustainability metrics, final transition documentation. • Evaluation criteria: Base solution cost, operational approach, experience, and value of any alternative approaches.

Budget estimate

$300,000 – $1,500,000

The contract’s financial structure combines a fixed monthly facility‑usage fee, per‑ton processing fees for university‑generated paper/cardboard, and per‑ton fees (plus revenue‑share) for any outside material the contractor processes. Assuming a modest facility‑usage fee of $5,000 / month ($60,000 / yr) and average processing volumes of ~1,200 tons / yr (based on historic tonnage) at $30 / ton, the base processing revenue would be roughly $36,000 / yr. Adding revenue‑share on marketed tons (estimated $100 / ton for 800 tons) yields another $80,000 / yr. Total annual cash flow could therefore range from $150,000 (conservative) to $500,000 (if higher tonnage or premium rates are negotiated). Over the 3‑year base term, the contract value might be between $450,000 and $1,500,000, depending on actual volumes, fee structures, and optional revenue‑sharing arrangements.
