Description

Grapevine‑Colleyville Independent School District (GCISD) is seeking a Retail Energy Provider (REP) to supply electricity for its K‑12 schools and facilities. The district consumes roughly 22 million kWh annually across about 60 meters within the Oncor service area. The contract will commence on June 1 2029 (immediately after the current contract expires) and may run for a maximum of five (5) years, ending May 31 2034, with possible extensions. The REP must submit a fully fixed‑price offer that includes all supply‑side costs, a 15 % add/delete provision, and pass‑through TDSP charges and taxes. A consulting fee of $0.001/kWh will be paid to Amerex Energy Brokers. The district requires the provider to be Texas‑PUC certified, have at least two years of Texas retail energy sales experience, and demonstrate prior work with K‑12 education entities. Proposals must be submitted electronically by September 16 2026, with questions due by September 7 2026. Evaluation will consider experience, methodology, price, total cost of ownership, and compliance with Texas residency and diversity requirements. • Approx. 22 M kWh annual usage across 60 service points • Fixed‑price, 1‑5 year term starting 06/01/2029 • Required Texas‑PUC certification and 2 yr Texas retail experience • Mandatory consulting fee to Amerex ( $0.001 /kWh) • Submission deadline 9/16/2026 (2 PM CT); questions due 9/7/2026 (10 PM CT) • Evaluation criteria include price, experience, methodology, and financial stability

Budget estimate

$8,000,000 – $12,000,000

Based on the district’s estimated annual consumption of 22 million kWh and an assumed average retail electricity price of $0.09/kWh in Texas, annual revenue for the provider would be roughly $2 million. Over a five‑year term this yields about $10 million in contract value, plus a modest consulting fee ($0.001/kWh ≈ $22,000 per year). Therefore a realistic budget range is approximately $8 million to $12 million, depending on negotiated pricing, add/delete adjustments, and any pass‑through charges.
