Description

The U.S. Navy’s Military Sealift Command is seeking information from qualified U.S.-flag tug operators for four time‑chartered tugs to support harbor operations at Joint Base Pearl Harbor‑Hickam, Hawaii. This Sources‑Sought notice is used to determine whether the government will exercise an option under an existing contract. The contract will be firm‑fixed‑price with reimbursable elements, covering a 120‑day period from 31 Oct 2026 to 28 Feb 2027. Tugs must be available 24/7, meet specific performance, safety, communication, firefighting, and line‑handling requirements, and be home‑berthed in the Pearl Harbor area. Respondents must provide company information, vessel specifications, daily rates (including mobilization/demobilization fees), fuel consumption data, and attest to financial and personnel vetting capabilities. • Scope: towing, mooring, docking, pilot transfer, emergency response, line handling, fire‑fighting, and other harbor support services. • Required tug characteristics: ≥100,000 lb forward bollard pull, 11 knots minimum, 500 nm range, 7‑day endurance, fire‑fighting system 3,000 GPM, specific communication gear, pilot transfer brow, etc. • Performance period: 31 Oct 2026 – 28 Feb 2027 (120 days). • Availability: 24 hrs/day, 7 days/week; response times 1 hr (straight time) or 2 hrs (overtime) after request. • Submission deadline: 17 Sep 2026, 1300 LT (Norfolk, VA). • Pricing: daily rates inclusive of weekends/holidays/overtime (fuel reimbursed). • Required documentation: company size status, past performance summary, financial capability statement, crew vetting forms, vessel specs, fuel consumption rates, etc.

Budget estimate

$2,500,000 – $7,000,000

The solicitation does not publish a total contract value. Based on typical commercial tug rates (approximately $5,000‑$15,000 per day inclusive of crew and overtime) and a 120‑day performance period for four tugs, the estimated total spend ranges from roughly $2.4 million (4 tugs × 120 days × $5,000) to $7.2 million (4 tugs × 120 days × $15,000). Fuel reimbursements would be additional but are not included in this estimate. Therefore, a reasonable budget estimate for a successful contractor is $2.5 million – $7 million.
