Pod Site Operator RFP

Washington County is seeking a qualified organization to provide shelter operations at a permanent pod site for people experiencing homelessness or at risk of homelessness. The selected organization will be responsible for managing a 24/7 non-congregate shelter, providing essential services, and maintaining the property. The shelter will serve up to 60 adult-only households and will be located in Washington County, Oregon. The contract term will be for one year, with the option to renew for up to five years. The organization must demonstrate experience in operating shelters, managing properties, and providing services to people experiencing homelessness. Some key responsibilities of the shelter operator include: • Managing a 24/7 non-congregate shelter and ensuring essential services are offered outside of normal business hours • Maintaining the property, including managing maintenance and cleanliness, ensuring safety and security, and responding to neighborhood concerns • Providing housing-focused case management, coordination with other service providers, and support accessing mainstream benefits • Ensuring language access and providing services in a responsive and culturally sensitive manner • Tracking and achieving program performance metrics, including the percentage of households who exit to a positive or neutral destination and the average length of shelter stays
