The Department of War (DoW) is seeking information from industry on the capabilities available for the abusive testing of lithium batteries. This includes testing for thermal, mechanical, and electrical abuse, as well as heat release rate testing, gas analysis, and environmental testing. Interested parties are requested to provide information on their capabilities in these areas, including testing environment, testing services, test capacity, and business information.
• Testing environment: indoor or outdoor testing environments
• Testing services: short circuit, overcharge, overdischarge, high-temperature, battery management system, electrical safety device, propagation, crush, nail penetration, bullet penetration, environmental, and non-abusive testing
• Test capacity: thermal, mechanical, and electrical abuse testing
• Heat release rate testing: methodology and equipment used to measure heat release rate
• Gas analysis: capabilities for analyzing composition of gases released during battery failure
• Business information: testing standards, willingness to collaborate, business structure, and testing constraints
