2026-03-01 Structural, Electrical and Mechanical Engineering Design Services

The City of Huntington, West Virginia is seeking qualified vendors to provide structural, electrical, and mechanical engineering design services on an as-needed basis. The contract will be for one year with the option to renew for four additional one-year terms. The selected vendor will also provide construction and contract administration services. The city is looking for firms with experience in designing and maintaining flood control structures, as well as experience in construction contract administration. The firm should have a team with expertise in structural, mechanical, and electrical engineering, and should be able to demonstrate their ability to coordinate construction contract administration. The evaluation criteria for selecting a firm include: * Experience in the local and West Virginia construction market * Ability to provide services conveniently from the development phase through construction contract administration * Specific identification of the project team and their individual experience * Experience in providing flood control design and administration for similar projects * References from organizations that have received similar services from the firm Firms interested in the project should submit a statement of qualifications, which should include: * A cover letter expressing interest in the project * A statement of qualifications addressing the evaluation criteria (maximum 20 pages) * Resumes for each key team member (maximum 2 pages each) * Previous project reference letters and contact information The city will evaluate the statements of qualifications and select a short list of firms for interviews. The city will then negotiate a contract with the most qualified firm, and if unsuccessful, will negotiate with the next most qualified firm. Key dates for the project include: * April 7, 2026: Questions due * April 14, 2026: Statements of qualifications due * Week of April 14, 2026: City review of firms * Following week: Interviews (if necessary) All statements of qualifications must be received on Bid Express by the specified time and date. The city reserves the right to accept or reject statements of qualifications that exceed the maximum page limit.
