Description
The South Carolina Department of Transportation (SCDOT) seeks a qualified consulting firm to develop a comprehensive Enterprise‑wide Technology and Artificial‑Intelligence Strategic Roadmap. The effort will assess current IT/OT environments, perform a Business Impact Assessment for up to 15 critical applications, create tiering and prioritization models, and produce a multi‑year modernization and AI implementation plan, including governance, data strategy, KPI framework, and change‑management guidance. The work is divided into four phases to be completed within the first contract year, with the potential for up‑to‑five‑year contract extensions.
• Conduct discovery, inventory, and gap assessments of SCDOT’s IT and OT systems, including AI readiness and data‑analytics maturity.
• Produce a Business Impact Assessment, application tiering matrix, and investment prioritization model for up to 15 mission‑critical applications.
• Develop an enterprise‑wide AI, data, and technology strategic framework, 3‑5‑year modernization roadmap, and detailed implementation blueprint with change‑management and training plans.
• Deliver all outputs in editable electronic formats, adhere to strict security, data‑ownership, and offshore‑contracting prohibitions, and submit a detailed fixed‑price cost proposal aligned to each deliverable.
