The Syracuse City School District seeks a qualified vendor to manage the full‑cycle processing of State Tuition Assistance Contract (STAC) claims for high‑cost special‑education placements and McKinney‑Vento (homeless‑student) services. The contractor will analyze eligibility, calculate per‑student costs, submit monthly and annual claims to NYSED, and provide ongoing reporting and compliance monitoring under strict data‑privacy standards. • Process and submit STAC claims for high‑cost, out‑of‑district, BOCES, summer, and homeless‑student placements. • Deliver monthly reimbursement reports, annual ESY submissions, and quarterly progress updates. • Maintain secure data systems compliant with NY Education Law 2‑d, review invoices, and support district finance staff. • Provide qualified staff (≥ 3 years STAC experience) and unlimited access to STAC specialists throughout the contract term. • Fixed‑fee pricing for a three‑year base period with two optional one‑year extensions (up to June 30 2030).
