The State of South Carolina Vocational Rehabilitation Department is seeking qualified vendors to provide Pre‑Employment Transition Services (Pre‑ETS) for secondary‑ and post‑secondary students (ages 13‑21) diagnosed with Autism Spectrum Disorder (ASD). Services are to be delivered using Applied Behavior Analysis (ABA) strategies and may be provided in‑person, at the vendor’s facility, or virtually. Providers will be paid a fixed rate of $100 per student‑hour, with a maximum of 30 service hours per student each quarter, and may serve up to 45 students per contract year. The three‑year contract (with two optional one‑year renewals) includes quarterly invoicing, mandatory background checks, confidentiality agreements, and liability insurance.
• Deliver up to 30 hours per student per quarter across four service domains (self‑advocacy, job‑exploration, work‑based learning, workplace‑readiness).
• Maintain detailed quarterly documentation (billing sheets, student development notes, Form 454 eligibility verification) and submit invoices on a quarterly basis.
• Meet insurance requirements (≥ $5 M per occurrence / $10 M aggregate) and comply with drug‑free workplace and confidentiality policies.
