Description

The Minnesota Pollution Control Agency (MPCA) is seeking proposals from qualified responders to conduct an environmental forensics evaluation using non-targeted analysis (NTA) techniques for identifying sources of non-Aqueous Film Forming Foam (non-AFFF) Per- and polyfluoroalkyl substances (PFAS) contamination in water. The goal of this project is to provide better understanding and documentation of the extent and magnitude of releases in the subject areas. The responder will review existing site information, develop an overall approach using NTA techniques, conduct NTA testing and forensics analysis, and provide a draft and final summary report. Some key points to consider: • The project will focus on the impacts associated with the Washington County Landfill (WCL) and areas where the contaminants mix. • The study area is hydrogeologically defined as the region where PFAS from primary and secondary sources has migrated via complex surface water and groundwater pathways. • The responder will be required to provide information on the methods and screening library proposed for analysis, list of equipment and instrumentation used, and summary of recommendations regarding quality assurance and quality control (QA/QC) procedures. • The contract term is anticipated to be from May 2026 through June 2027, with the option to extend up to an additional three years.
