Description
The Naval Surface Warfare Center, Port Hueneme (NSWC PHD) is seeking a Strategic Advisor and Operating Partner to support the Department of Navy Rapid Capability Office (DONRCO) in accelerating the rapid assessment, execution, fielding, and transition of urgent naval capability solutions. The contractor will provide integrated support across three core workstreams: DONRCO 1.0 Portfolio Performance, DONRCO 2.0 Mission Planning, and Navy OSBP Strategic Deal Support. The contract will be a firm-fixed-price contract with a base period of 12 months and one option period of 12 months.
• The contractor will deliver performance assessment against the BETS thesis, Platform Architecture and Standard Operating Procedure, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda.
• The contractor will provide capability statements, including company information, capability statement, and format requirements.
• The contractor will support DONRCO in shaping candidate capability bets, conducting performer diligence assessments, and designing Measures of Effectiveness (MOE) and Measures of Performance (MOP).
• The contractor will develop the DONRCO 2.0 Platform Architecture and accompanying Standard Operating Procedure (SOP).
• The contractor will provide strategic deal support to the Navy OSBP in coordination with DONRCO.
