This solicitation seeks a qualified vendor to deliver an integrated suite of Program Administration and Investment Management services for the Washington Saves automatic‑enrollment IRA program. The contractor will be responsible for end‑to‑end program operations, including employer enrollment, payroll‑deduction processing, participant recordkeeping, custodian services, online portals, compliance reporting, communications, and the design, monitoring, and reporting of investment options. The award may be a single integrated contract or split between administration and investment‑management components. • Provide full program‑administration functions: enrollment, payroll integration, participant support, reporting, and compliance. • Deliver fiduciary‑focused investment‑management services: design of investment options, portfolio oversight, performance monitoring, and annual audit support. • Maintain secure, U.S.-based data handling, multilingual customer service, branded web platforms, and comply with all state‑mandated insurance, performance‑guarantee, and AI‑tool policies.
