65--Special Notice of Intent to Sole Source Award

The U.S. Fish and Wildlife Service (USFWS) intends to award a sole source contract to Qiagen, LLC for the provision of Qiagen products, including specialized consumables and reagents essential for USFWS genetic analysis workflows. The contract will be a firm fixed price contract, and the North American Industry Classification System (NAICS) code for this requirement is 325413, In-Vitro Diagnostic Substance Manufacturing. The required supplies support multiple genetic research projects and mission critical responsibilities under USFWS recovery plans. • The contract is authorized under FAR Part 12.102(a) for acquisitions at or below the simplified acquisition threshold (SAT) of $350,000. • Qiagen retains exclusive control over its patented technology, proprietary formulations, and direct sales distribution model. • No other responsible source can provide the supplies necessary to maintain continuity of operations and ensure data integrity. • Interested parties may submit a statement of capabilities, which must be submitted in writing and contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.
