The Commonwealth of Pennsylvania is seeking a vendor‑hosted SaaS solution that will track every step of the medical‑marijuana lifecycle—from seed germination through cultivation, processing, testing, transfer, and dispensing—to meet the requirements of Pennsylvania’s Medical Marijuana Act. The contract will be a firm‑fixed‑price, four‑year base term with up to four optional one‑year renewals. Awarded firms must satisfy Small Disadvantaged Business (26 %) and Veteran‑Owned Business Enterprise (3 %) participation goals or obtain Good‑Faith Effort waivers, and must provide extensive security, accessibility, and SLA commitments. • Provide a cloud‑based seed‑to‑sale platform that integrates with the DOH Medical Marijuana Registry, MMAP benefits system, laboratory interfaces, and MMO ERP systems via two‑way APIs. • Deliver implementation services (discovery, configuration, data migration, testing, training, support) and ongoing 7‑am‑to‑9‑pm ET support, meeting strict availability and response‑time SLAs. • Comply with Pennsylvania statutes, maintain domestic‑workforce utilization, and meet rigorous data‑security, confidentiality, and accessibility standards.
