This opportunity is a market‑research/industry‑day solicitation for the Norfolk Coastal Storm Risk Management (CSRM) Phase 1A Floodwall construction under a Single‑Award Task Order Contract (SATOC) using a Design‑Bid‑Build (DBB) delivery method. The USACE Norfolk District will award 4‑6 task orders from an approximate $250 million ceiling to build a floodwall, install tide gates, perform utility relocations, and incorporate living‑shoreline elements in downtown Norfolk, VA. Contractors are asked to submit written responses to a set of technical and risk‑based questions to help shape the eventual procurement strategy.
