LAND - RFP - CONSULTING SERVICES FOR DEVELOPMENT IMPACT FEE NEXUS STUDY

The County of Marin is seeking qualified consulting firms to conduct a Development Impact Fee (DIF) Nexus Study, update the county’s DIF program, and produce a Residential Feasibility Analysis in compliance with California’s Mitigation Fee Act and Assembly Bill 602. The consultant will identify infrastructure and facility costs associated with new development, recommend fee structures, and align them with actual project costs. Optional pre‑proposal and pre‑submittal webinars are offered for prospective bidders. • Conduct a comprehensive DIF Nexus Study covering roads, parks, trails, public safety, drainage, and other community facilities. • Recommend updates to the County’s DIF program and create a residential feasibility analysis per state law. • Provide documentation and recommendations that enable the County to align fee assessments with true infrastructure costs. • Participate in an optional pre‑proposal conference (April 28, 2026) and an optional pre‑submittal meeting (May 14, 2026). • Submit a full proposal with all required attachments by May 29, 2026.
