Description

The National Oceanic and Atmospheric Administration (NOAA) is seeking information from commercial industry partners regarding the feasibility, technical approach, and cost-effectiveness of replacing the current GOES Rebroadcast (GRB) and HRIT/EMWIN broadcasts with a commercially managed "Data-as-a-Service" model. The primary objective is to identify market capabilities for the dissemination of data currently broadcast by the GOES GRB and HRIT/EMWIN to end-users globally. Key technical objectives include delivery latency, bit error rates, data rates, availability, security, and global reach. • The GRB replacement should have a data rate of at least 31 Mbps uncoded and a delivery latency of less than 5 seconds for high-priority products and less than 10 seconds for all other products. • The HRIT/EMWIN replacement should have a data rate of at least 400 Kbps uncoded. • The system should have an availability of at least 99.5% and comply with FISMA "High" or "Moderate" standards for data transit and access control. • The solution should be able to serve a global user base without requiring significant capital expenditure for end-user ground equipment.

Budget estimate

$10,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate, as it is a Request for Information (RFI) and not a Request for Proposal (RFP) or a contract award. However, considering the scope of the project, which involves replacing the current GOES Rebroadcast and HRIT/EMWIN broadcasts with a commercially managed "Data-as-a-Service" model, the potential budget could be substantial. Factors that may influence the likely payment range include the cost of developing and implementing the new system, the number of users, and the level of service required. A rough estimate could be in the range of $10 million to $50 million, considering the complexity of the project and the potential for long-term contracts.
