Notice of Intent to Sole Source - Police Department – Records Management System (RMS) and Computer Aided Dispatch (CAD) System

The City of Homestead intends to award a contract on a sole source basis for the procurement of a Police Department Records Management System (RMS) and Computer Aided Dispatch (CAD) System. The contract includes associated software licensing, implementation services, training, technical support, and maintenance. The City is looking for a vendor that can provide an integrated law enforcement technology solution, including records management, computer-aided dispatch, mobile and in-vehicle functionality, reporting, analytics, and compliance tools. The vendor should also be able to provide interfaces with state/federal systems, implementation, migration, training, and ongoing support. • The City is seeking a vendor that can meet the City's operational requirements and compatibility needs. • The vendor should have proprietary technology, integrations, or interfaces that are exclusive to the vendor. • The vendor should be able to provide continuity of operations and avoidance of major system disruption. • The vendor should be able to provide standardization of law enforcement data systems and reporting. • The vendor should be able to provide ongoing support, upgrades, and maintenance as the original manufacturer/provider.
