Preventive Maintenance of HVAC and Chiller Systems & Ancillary Equipment – Middletown Campus

The NYS Office of Mental Health and Rockland Psychiatric Center are seeking to procure, through an Invitation for Bid (IFB), a Contractor to provide Preventive Maintenance of HVAC and Chiller Systems & Ancillary Equipment – Middletown Campus at Rockland Psychiatric Center located at 140 Old Orangeburg Road, Orangeburg, NY 10962. The Program Work Plan with Preventative Maintenance Tasks, Equipment List, Schedule Matrix, etc. is located in Appendix D of the Contract Boilerplate. Interested Vendors should review the Contract Boilerplate and IFB document for further information. Included with these documents is a Bid Quote Sheet in Excel format that should be used to submit your bid. A Mandatory site visit will be held on Wednesday, January 21, 2026, at 9:00 AM EST. Interested bidders are to sign in at the main entrance. The Site visit will be at the Middletown Campus, located at 45 Ashley Ave, Schmitz Building, Middletown, NY 10940. Site visit registration can be accomplished by completing and sending the Intent to Bid submission and Site Visit Registration Form (Attachments B and B-1 of the IFB) no later than January 20, 2026, at 3:00 PM EST. The HVAC equipment is controlled and monitored by the Niagara Building Management System (BMS), which is covered under a separate facility contract and maintained by another contractor. The HVAC CONTRACTOR will need to communicate and coordinate any BMS issues with the FACILITY and BMS CONTRACTOR. Questions from bidders attending the site visit are to be submitted by January 28, by 3:00 PM EST per the instructions in the IFB. Questions and Answers will be sent to all bidders attending the site visit, as well as posted to this ad, on February 4, 2026, by 3:00 PM ET.
