The Department of Veterans Affairs is conducting market research to identify qualified utility providers (or firms partnered with utilities/ESCOs) capable of delivering a Utility Energy Services Contract (UESC) for the Washington Veterans Affairs Medical Center. Under a UESC, the selected utility finances the design, construction, and operation of energy‑conservation measures, recouping costs from verified utility‑cost savings. The scope includes a comprehensive energy audit, identification of ECMs, design and construction of approved projects, development of a savings‑assurance plan, and financing arrangement. Key ECM categories span chiller plant upgrades, building automation, HVAC, lighting, water/steam distribution, advanced metering, and more. This is a Sources‑Sought notice; no proposals will be evaluated or awarded based on responses.
• Conduct full energy audit and develop savings‑assurance plan for VA Washington VAMC.
• Design, construct, and finance selected Energy Conservation Measures (ECMs) such as chiller plant upgrades, BAS/EMS, HVAC, lighting, and water‑conservation systems.
• Provide up to three examples of prior financed energy‑conservation projects and any prior UESC experience per questionnaire requirements.
