Description

The Department of Veterans Affairs is issuing an IDIQ Multiple‑Award Task Order Contract (MATOC) for Radiation Safety Officer (RSO) and Diagnostic Medical Physicist services across nine VA medical centers in Pennsylvania, Delaware, and New York. The contract is set‑aside for Service‑Disabled Veteran‑Owned Small Businesses (SDVOSB) and will be awarded on a best‑value basis after evaluating a seed task order at the Wilmington VA Medical Center. Contractors must provide 24/7 radiation‑safety support, equipment testing, QA, training, and regulatory compliance for a range of imaging modalities. The IDIQ ceiling is $6 M with individual task orders ranging from $1,500 to $350,000, and a five‑year period of performance. • Provide RSO oversight, radiation‑safety program management, and emergency response (1‑4 h response). • Perform diagnostic medical physics services: annual/periodic testing of radiography, fluoroscopy, CT, MRI, nuclear medicine, mammography, dental/CBCT equipment, and associated QA reporting. • Supply required phantoms, measurement equipment, and produce written inspection reports within 30 working days. • Attend quarterly Radiation Safety Committee meetings, conduct semi‑annual and annual QA reviews, and deliver training to VA staff. • Must hold appropriate board certifications or qualified equivalents and be registered in SAM; all work must comply with NRC, FDA, Joint Commission, ACR, and VAAR regulations.

Budget estimate

$500,000 – $2,000,000

The IDIQ ceiling is $6 M over five years, with typical task orders ranging from $1,500 to $250,000 (max $350,000). Assuming a contractor wins several mid‑size orders (e.g., 8–12 orders averaging $150k‑$250k each), annual earnings could fall between $300k and $1 M, yielding a total contract‑period budget of roughly $500k‑$2 M. Factors influencing the range include the number of task orders awarded, the complexity of equipment tested, travel distances, and any subcontracting required.
