ADS Heirsearch RFP

The County of San Mateo’s Health – Aging and Disability Services division is seeking a qualified vendor to perform comprehensive domestic and international heir‑search services for estates administered by the Public Administrator. The contractor must locate, verify, and legally document all entitlement‑holding heirs, provide court‑ready affidavits, genealogical charts, and supporting vital records, and be prepared to testify as an expert witness if required. Work includes initial case assessment, research using public records and databases, interviews, reporting, and strict confidentiality and data‑security compliance. The contract is a three‑year agreement (with a possible two‑year extension) valued on an hourly or per‑case basis, with a maximum $1,000 cost for smaller estates.
